Immigration, Refugees and Citizenship Canada (IRCC) has issued 421 new Invitations to apply (ITAs) under the Express Entry system through a Provincial Nominee Program (PNP)-specific draw. Candidates selected in this round required a minimum Comprehensive Ranking System (CRS) score of 727. To be eligible, applicants must have submitted their Express Entry profile before 5:11 PM UTC on September 9, 2024, according to a report by CIC News.
This draw, held on April 28, marks the second PNP-focused round in April. The previous one took place on April 14 and issued 825 ITAs with a higher cut-off score of 764.
As per the CIC News report, so far in 2025, IRCC has issued 31,929 ITAs across different Express Entry categories. Recent draws have focused primarily on PNP candidates, with no rounds for other categories conducted in April. The last draw for the Canadian Experience Class (CEC) took place on February 5.
Aside from CEC candidates, IRCC has issued category-based invitations this year only for applicants with French-language proficiency. These draws are part of a broader strategy, as IRCC has stated that it will continue to prioritize candidates from CEC and specific category-based selection groups in 2025.
According to Canada's 2025–2027 Immigration Levels Plan, the federal government aims to welcome 395,000 new permanent residents this year. Of these, 232,150 are expected to arrive through economic immigration programs such as Express Entry.
Inclusion of family in PR through Express Entry
Successful Express Entry applicants can include family members in their permanent residence (PR) application. This includes spouses, common-law partners, and dependent children. IRCC defines a dependent child as one under the age of 22 who is not married or in a common-law relationship. Children over 22 can also qualify if they have depended financially on their parents before turning 22 due to a physical or mental condition.
In addition to including immediate family members in the PR application, Canadian citizens and permanent residents can later sponsor parents and grandparents through Canada's Parents and Grandparents Program. They may also visit Canada through the Super Visa program.
